Melt 1 tablespoon of butter in a large skillet over medium-high heat. Stir in the corn, salt, and pepper. Cook and stir until the kernels turn a light golden brown, about 5 minutes. Transfer to a bowl. Melt the second tablespoon of butter in the same skillet. Add the onions and bell peppers. Cook and stir until the onions are translucent, about 2 more minutes.
Stir in the green onions, harissa and garlic and cook for a further 2 minutes, or until everything is softened. Stir into the corn mixture.
Add the yogurt, mayonnaise, 1/2 of the Halloumi Cheese and half of the cheddar and mix well. Spoon into an 8-inch baking dish. Sprinkle the remaining cheese over top. Bake until bubbly and golden brown, about 10 to 12 minutes.
Serve hot with tortilla chips.
