Boil water together with 1/2 cup of sugar until sugar is dissolved, then let cool until just warm,
Toss cranberries into the sugar styrup and stir to cover them fully. Remove with a slotted spoon to a plate or parchment paper. Let stand for 15 minutes or so.
Repeat with the rosemary pieces.
Pour about 1/2 cup berry sugar into a bowl. A few at a time, toss the cranberries to coat and set on a clean plate. Repeat until you've covered all of the cranberries and rosemary pieces. Allow to dry while you begin asxembling your pavlova wreath.
Can be made the night before.
